At the international conference “Od stratĂ©gie k efektĂvnemu nákupu” – from Strategy to effective purchasing (Prague, 19–20 March 2026), PCP WISE was presented by Jozef Kubinec as a real-world example of how Pre-Commercial Procurement (PCP) enables public authorities to procure R&D and bring novel solutions closer to deployment – when the market does not yet offer what is needed.
💧 Why PCP WISE is a strong PCP case
PCP WISE addresses water management and climate resilience by leveraging space/Earth observation technologies – a domain where innovation is moving quickly, and public needs require advanced capabilities.
As a PCP, it demonstrates:
* A structured, competitive, phased approach to reduce technical and delivery risk
* Direct alignment with end-user needs and operational requirements
* A pathway from challenge definition to validated solutions, rather than buying “promising ideas”
🏆 A milestone for Slovakia
PCP WISE is also the first PCP implemented in Slovakia – an important proof point that PCP is not just a conceptual EU instrument, but a procedure that can be executed nationally and deliver tangible progress.
🎯 Key takeaway for public buyers
If your organisation faces a mission-critical challenge and existing solutions are insufficient, PCP can be the bridgebetween strategy and effective procurement – supporting innovation while maintaining transparency, competition, and value-for-money principles.
