The PCP WISE Webstival wrapped up on 28 April 2025 with an energising closing webinar, marking the transition from dialogue to action in Europe’s innovation procurement for climate resilience.

Throughout April, the Webstival’s six webinars gathered over 300 participants — including public buyers, climate service providers, Earth Observation (EO) experts, and innovators — to explore the potential of Pre-Commercial Procurement (PCP) to tackle urgent soil-water-vegetation atmosphere challenges.

During the closing session, Mélissa Campagno (G.A.C. Group) guided participants through:

  • Key highlights and achievements of the Webstival,

  • A reconnection with the 5 real-world use cases driving PCP WISE,

  • Essential preparation steps for the upcoming PCP Call for Tenders, and

  • New avenues for collaboration through the PCP WISE Community Platform.

Key takeaways included:

  • PCP as a powerful enabler of innovative R&D solutions for environmental challenges,

  • The role of EO and digital technologies in climate adaptation and water management,

  • The strength of cross-project collaboration and private sector scaling efforts,

  • The necessity of localized and community-driven innovations for greater impact.

A technical deep-dive presented by Hans Van Leeuwen (STOWA) highlighted the diverse real-world challenges across European urban and rural areas, while Joost Buntsma (hWh) provided detailed guidance to potential bidders on the PCP timeline, requirements, and consortium formation tips.
