What is Climate Adaptation?

Climate adaptation refers to the process of adjusting to current or expected climate impacts. In Europe, this means preparing for more frequent and intense floods, droughts, wildfires, and other water-related crises. Effective adaptation requires timely, location-specific information and collaboration across sectors and borders.

How PCP WISE Supports Climate Adaptation

PCP WISE is a European initiative that helps regions and cities become more climate-resilient by transforming Earth Observation (EO) data into practical tools for water management. Through a pre-commercial procurement (PCP) approach, the project enables public authorities to co-design and test innovative solutions that improve how we monitor, predict, and respond to climate-related water challenges.

The project focuses on developing interoperable information products and a shared water intelligence system that supports decision-making at local and regional levels. These tools help anticipate extreme events and guide long-term planning for water availability and infrastructure resilience.

Engaging Stakeholders in Adaptation

PCP WISE brings together a diverse group of stakeholders—including water authorities, municipalities, emergency services, and environmental agencies—who are directly involved in climate adaptation strategies. By involving these actors from the start, and focusing the procurement around their needs, the project ensures that the solutions developed are relevant, scalable, and aligned with real-world needs. This collaborative model strengthens Europe’s capacity to adapt to climate change by empowering decision-makers with the data and tools they need to act early, coordinate effectively, and build resilience across borders.
