The European Commission has unveiled its proposal for the next Horizon Europe framework programme (2028–2034), setting an ambitious new course for research and innovation in Europe. The programme’s budget would be doubled to €175 billion, positioning Europe as a global leader in cutting-edge science, technological breakthroughs, and solutions to pressing societal challenges.

Commissioner for Startups, Research and Innovation, Ekaterina Zaharieva, emphasised the central role of Horizon Europe in shaping the EU’s economic and innovation strategy:

“You spoke, we listened. As one of Europe’s strongest brands, Horizon Europe will place research and innovation at the heart of the EU economy and investment strategy. We will attract and retain talents through ‘Choose Europe’, de-risk and mobilise private research and innovation financing, empowering innovative startups and work together with Member States to reach the 3% investment target.”

A streamlined programme with four pillars

The new Horizon Europe will build on the successes of the current 2021–2027 programme but with a clearer structure and simplified processes. Funding calls will be fewer, procedures faster, and the time from call closure to grant signature will be significantly reduced.

The programme is organised around four key pillars:

  • Excellent Science: Strengthening Europe’s scientific base, expanding the European Research Council (ERC), and supporting talent mobility via Marie Skłodowska-Curie Actions.

  • Competitiveness and Society: Driving collaborative research in areas such as the clean transition, digital leadership, defence, industry and space, alongside flagship EU Missions and the New European Bauhaus Facility.

  • Innovation: Scaling up the European Innovation Council (EIC) to support disruptive, high-risk projects, including defence and dual-use startups.

  • European Research Area (ERA): Deepening cooperation and impact, including a reformed widening component and stronger support for research and technology infrastructures.

Moonshot projects to tackle global challenges

For the first time, Horizon Europe will integrate moonshot projects, funded jointly by EU programmes, Member States, and private investment. These ambitious initiatives will accelerate the path from research to real-world deployment in strategic fields such as quantum computing, fusion energy, automated transport, regenerative therapies, clean aviation, and zero water pollution.

What’s next?

The proposal will now move into negotiations between the European Parliament, Council, and Commission. If adopted, the programme is expected to start in January 2028.
