Briefly introduce your organisation
Corvers is a leading consultancy with over 25 years of expertise in European public procurement law, innovation procurement, procurement economics, IPR, ICT, and contracting. It provides independent advice to EU public buyers, institutions, and agencies, promoting innovation and sustainability. Since 2015, Corvers has coordinated the European Assistance for Innovation Procurement (EAFIP), supporting more than 38 projects and delivering webinars and a comprehensive toolkit. The firm also led the Innovation Procurement Uptake Assessment for DG RTD, coordinating legal analysis across all EU Member States and benchmarking international best practices. Corvers combines legal, policy, economic, and business expertise, supported by sister companies in Spain, Greece, and Serbia, ensuring strong regional insight and EU-wide reach.
Introduce the team working on PCP WISE within your organisation
Stephan Corvers, Founder & CEO Stephan Corvers has over 30 years of experience in the field of European Procurement and over 20 years’ experience in innovation procurement. He is the founder, owner and managing director of Corvers Procurement Services (based in The Netherlands, Greece and Spain). Stephan Corvers is a highly skilled and experienced legal procurement professional – recognized as expert at European level – who has been involved in a wide range of procurement projects, relating to e.g. new markets, new products or services, new distribution channels and new technology and is constantly involved in advising public authorities ranging from local procurers to regional and national authorities on various matters pertaining to the implementation of innovation procurement methodologies
Ana Lucia Jaramillo V., Senior Legal Procurement Researcher, holds an LLM in International and European Law. She focuses on developing legal frameworks and strategies that enable sustainable and innovative procurement practices across the EU. With a strong background in research and advisory work, Ana Lucia supports public authorities and stakeholders in implementing compliant, forward-looking procurement solutions that foster technological advancement and climate resilience. Her work bridges legal rigor with practical innovation, contributing to projects that align with EU directives and strategic goals. She is author of several publications on European Procurement.

Ana Isabel Peiró Baquedano has over 10 years of professional experience, at least 7 of which are directly related to the management, advisory services, and justification of Public Procurement of Innovation (PPI) projects, both at the European and national levels. She has served as a legal consultant and proposal coordinator for leading companies in the sector, such as Corvers Procurement Services and Sanofi, as well as on projects under the EU’s 7th Framework Programme (WaterPiPP project), contributing to the development of practical guides, training platforms, and reference materials on innovation-oriented public procurement.
What is your organisation’s role in the project? What unique contribution does it bring to PCP WISE?
Corvers is leading the design and legal structuring of the pre-commercial procurement (PCP) process. As leader of Work Package 3, its team applies deep expertise in innovation procurement and EU legal frameworks to ensure procedures are robust, transparent, and tailored to stimulate market-driven R&D. Corvers also supports Work Package 2, maximizing project impact through strategic policy alignment and stakeholder engagement, and contributes to Work Package 4, guiding the operational implementation and contracting of emerging solutions. This unique, end-to-end advisory role—from legal groundwork to practical roll-out—ensures that PCP WISE not only funds cutting-edge water management technologies up to TRL 8 but also adheres to best-in-class procurement practices and achieves measurable, EU-wide climate resilience outcomes.
To what extent do you think PCP WISE will contribute to enhance Europe’s ability to adapt to and mitigate the effect of climate change?
PCP WISE can contribute significantly to strengthening Europe’s capacity to adapt to and mitigate climate change—particularly in relation to water-related crises. PCP WISE is poised to deliver innovative, data-driven water management solutions that are nationally relevant yet scalable EU-wide. Its emphasis on collaborative procurement, cross-border deployment, stakeholder engagement, and integration with policy frameworks ensures both immediate and lasting impact.
To what extent do you think Environmental Observation (EO) and Innovation Procurement (IP) can help develop innovative solutions for water management and climate resilience across Europe?
Environmental Observation (EO) and Innovation Procurement (IP) can jointly drive transformative solutions for water management and climate resilience in Europe. EO delivers high-quality, real-time data from satellite and in-situ sources, enabling accurate monitoring of water resources, early warning of droughts and floods, and predictive climate risk modelling. This supports evidence-based decision-making and proactive adaptation. In parallel, IP—particularly pre-commercial procurement—stimulates market-driven innovation by funding R&D aligned with public sector needs. Integrating EO insights with IP processes accelerates the development and scaling of advanced water management solutions, enhances cross-border cooperation, reduces climate-related impacts, and supports EU climate objectives and sustainable growth.
