Briefly introduce your organisation
Evenflow is a Brussels-based consultancy that drives innovation and strategic decision-making. Our analytical and advisory work provides the insights and trends needed to inform long-term strategies, allowing complex programmes to reach their full potential. We have extensive experience in user engagement across the full range of Earth Observation (EO) applications. Through commercialisation support, we connect start-ups, scale-ups and institutions with knowledge, markets and capital, helping entrepreneurial ventures to thrive. Meanwhile, our communication and engagement services craft compelling narratives and designs that amplify impact, from promoting space initiatives to building start-up ecosystems. Rooted in EO and Satellite Navigation, we combine technical expertise with curiosity, continually exploring new thematic and technological frontiers.
Introduce the team working on PCP WISE within your organisation

The Evenflow PCP WISE team is led by Júlia Caufapé, an Innovation Consultant who specialises in stakeholder outreach, liaison and engagement in the Earth Observation sector, particularly with regard to downstream services. She has contributed to numerous Horizon Europe projects and European contracts in areas such as water management, agriculture, urban development, and the marine environment for almost three years, engaging policymakers, public authorities, industry, and end users. She has extensive experience in international stakeholder coordination, combining desk research, training, event organisation, and conference participation to identify partners, build alliances, and maximise impact across complex multi-stakeholder programmes.
What is your organisation’s role in the project? What unique contribution does it bring to PCP WISE?
Evenflow has joined the PCP WISE consortium as a supporting organisation, contributing expertise in impact maximisation through targeted communication and dissemination strategies. We also bring strong capabilities in stakeholder and user engagement, underpinned by in-depth research, and sustained, coordinated outreach across diverse stakeholder groups and areas of expertise.
Drawing on an extensive portfolio of European projects in similar roles, Evenflow brings a strong set of best practices and practical recommendations – covering both do’s and don’ts – that add clear value to PCP WISE and to the traction it has achieved, and continues to achieve, within the European water management sector and related initiatives.
To what extent do you think PCP WISE will contribute to enhance Europe’s ability to adapt to and mitigate the effect of climate change?
Given its innovative PCP financing model, PCP WISE has strong potential to enhance Europe’s climate change adaptation capacity. The project develops solutions in direct response to clearly identified gaps in sustainable water management, ensuring relevance and practical value. PCP WISE also targets large-scale challenges with broad European relevance, while aiming to maintain flexibility and scalability across regions. Building on PROTECT, its predecessor, the project benefits from an established community of over 200 public buyers and suppliers, strengthening uptake and impact.
To what extent do you think Environmental Observation (EO) and Innovation Procurement (IP) can help develop innovative solutions for water management and climate resilience across Europe?
Integrating Innovation Procurement with increasingly essential Environmental Observation data has the potential to transform water management and, more broadly, climate resilience across Europe. As Environmental Observation gains prominence, with European policies recognising it as a trusted data source for environmental monitoring, planning, and decision-making, its current and future impact is significant. Pre-Commercial Procurement (PCP), as a form of Innovation Procurement, lowers barriers for newer and smaller solution providers while reducing time and financial costs for public buyers. This reduced risk creates stronger incentives for authorities to support initiatives that might otherwise lack commercial viability.
