On 11 May 2026,Ā Jozef Kubinec, Innovation Procurement advisor for the Ministry of Interior of the Slovak Republic, presented at theĀ Public Procurement of Expertise (PPE) meetingĀ in Malta, organised by theĀ Contracts Department of the Ministry of Finance of Malta.
The meeting brought together representatives ofĀ central purchasing bodies from across EuropeĀ ā professionals responsible for central procurement within their EU member states, and potential future buyers and users of the innovative solutions being developed within theĀ PCP WISEĀ project.
šÆĀ Topics presented:
š¹ Overview of innovation procurement instruments ā PCP and PPI
š¹ Needs Assessment ā starting with the problem, not the solution; describing outcomes, not technologies
š¹ When and why PCP is the right instrument for public buyers
š”Ā Real-world example: PCP WISE
To illustrate the methodology, Jozef presented a concrete case from the PCP WISE projectĀ ā specifically, how theĀ Slovak Ministry of InteriorĀ identified and structured its unmet needs related toĀ wildfires.
This example demonstrated how a public buyer moves from a broadly felt operational challenge to a precisely defined, procurement-ready need ā the essential foundation of any successful Pre-Commercial Procurement.
š¤ Connecting with central purchasing bodies at this stage ā sharing knowledge and building awareness of PCP ā is a key step toward sustainable market uptake of the solutions developed within PCP WISE.
Thank you to theĀ Ministry of Finance of Malta, Contracts DepartmentĀ for organising this excellent knowledge-sharing and networking event.
