🌍 PCP WISE at the PPE Meeting in Malta — Innovation Procurement Presented to Central Purchasing Bodies Across Europe

On 11 May 2026, Jozef Kubinec, Innovation Procurement advisor for the Ministry of Interior of the Slovak Republic, presented at the Public Procurement of Expertise (PPE) meeting in Malta, organised by the Contracts Department of the Ministry of Finance of Malta.

The meeting brought together representatives of central purchasing bodies from across Europe — professionals responsible for central procurement within their EU member states, and potential future buyers and users of the innovative solutions being developed within the PCP WISE project.

To illustrate the methodology, Jozef presented a concrete case from the PCP WISE project — specifically, how the Slovak Ministry of Interior identified and structured its unmet needs related to wildfires.

This example demonstrated how a public buyer moves from a broadly felt operational challenge to a precisely defined, procurement-ready need — the essential foundation of any successful Pre-Commercial Procurement.
