Phase 1 : Solution Design

During Phase 1, five pre-selected suppliers are contracted to develop the solution architecture and detailed specifications, in line with the PCP WISE functional requirements, defined use cases, and service process models, over the period March to July 2026. This phase focuses on translating the identified needs into technically robust and operationally viable solution concepts.

Contractors are required to deliver a comprehensive Solution Design, including system architecture, component design, and implementation approach, while demonstrating the technical, economic, and organisational feasibility of their proposed solutions in response to the PCP challenge. This stage also serves to reduce technological and implementation risks prior to prototyping.

Each supplier is allocated up to €300,000 to carry out these activities and deliver their design documentation by the end of July 2026. Following an evaluation based on predefined award criteria, the three highest-ranked suppliers will be selected to proceed to Phase 2, where their concepts will be further developed into functional prototypes by June 2027.
