Phase 2 : Prototype Development
During Phase 2, the three selected consortia are tasked with developing functional prototypes based on the validated Solution Designs from Phase 1. This phase, running over 11 months until June 2027, focuses on the implementation and maturation of the proposed solutions in line with the PCP WISE objectives.

Contractors are required to deliver working prototypes and to test them in controlled laboratory environments, ensuring alignment with the defined requirements and use cases. These activities aim to assess and validate the technical performance of each solution under reproducible conditions, while further reducing technological risks.
Each supplier receives up to €2,400,000 in funding to support the development, integration, and testing of their prototype. Throughout the phase, contractors must provide a series of technical and progress deliverables, enabling the Public Buyers Group to monitor implementation, evaluate results, and ensure compliance with the contractual framework.
At the end of Phase 2, following a comparative evaluation based on predefined criteria, the two best-performing suppliers will be selected to advance to Phase 3. This final phase will focus on the validation and demonstration of the solutions in real-life operational environments by December 2027.
