
On 16-17 June 2026, PCP WISE partners, buyers, end users, suppliers, and members of the Stakeholder Observatory Group gathered at the Urban Environment House in Helsinki for the project’s second in-person workshop.
Over two days of intensive collaboration, participants came together to exchange expertise, strengthen cooperation, and align expectations for the next phases of the Pre-Commercial Procurement (PCP) process. The workshop marked an important milestone for PCP WISE as the project moves towards the next stage of developing innovative Earth Observation (EO)-based solutions to address water-related climate risks across Europe.
Sharing Knowledge and Building Capacity
The workshop programme combined technical training, collaborative discussions, and interactive exercises designed to foster knowledge exchange among all stakeholders.
A dedicated PCP Academy session introduced participants to technical methods, tools, and integration strategies for EO-based water risk services. The training explored the EO data processing chain and demonstrated how satellite-derived information can support hydrological modelling, digital twins, and decision-support systems for water management.
These sessions provided valuable insights into the capabilities required to develop operational solutions that can help public authorities better anticipate and respond to challenges such as floods, droughts, and groundwater pressures.

Supplier Pitches Showcase Innovative Solution Designs
One of the key highlights of the workshop was the supplier pitch session. The selected consortia presented their Solution Design approaches, outlining their vision for leveraging Earth Observation technologies to tackle water-related climate risks.
Through moderated discussions and Q&A sessions, buyers and end users had the opportunity to engage directly with suppliers, providing feedback and discussing operational requirements. These exchanges offered valuable insights into the innovative potential of each solution while ensuring that future developments remain closely aligned with users’ needs and expectations.
Looking Ahead to Phase 2

Beyond the technical presentations, participants took part in a series of collaborative workshops and sensemaking exercises focused on implementation challenges and opportunities.
Using the interactive PCP WISE timeline, stakeholders explored key milestones, identified potential barriers to adoption, and reflected on the factors that will drive the successful deployment of the solutions.
Discussions also focused on defining success criteria for Phase 2, reinforcing a shared ambition across the consortium: ensuring that future solutions are not only technically robust, but also user-friendly, scalable, interoperable, and adapted to real operational contexts.

The high level of engagement throughout the workshop demonstrated the value of bringing together buyers, end users, suppliers, and experts to co-create innovative solutions. As PCP WISE moves forward, the outcomes of these discussions will help guide the next stages of development and support the transition from concepts to operational tools that strengthen Europe’s resilience to water-related climate challenges.
