Briefly introduce your organisation
SEA is a public-sector professional organisation established by the Ministry of the Environment of the Slovak Republic. It supports environmental protection, geoinformatics, environmental data management, climate change adaptation and the operation of national environmental information systems.
In PCP WISE, SEA contributes as a public buyer in Use Case Cluster 2 on urban floods and wildfires, coordinates data-management activities and supports the evaluation of pre-commercial procurement outcomes. By combining policy knowledge, operational experience and geospatial expertise, SEA helps to ensure that the solutions developed in the project are practical, interoperable, legally compliant and aligned with the needs of public authorities and end users.
Introduce the team working on PCP WISE within your organisation
Martin Tuchyňa – Project Partner Manager
Martin Tuchyňa is a GeoICT and environmental data infrastructure specialist with experience in spatial data management, eGovernment, INSPIRE coordination and environmental information systems. He has worked for the Slovak Environment Agency and the Ministry of Environment of the Slovak Republic, where he contributes to national spatial data infrastructure, open data, ICT strategy and interoperability initiatives. As a former Scientific/Technical Project Officer at the European Commission’s Joint Research Centre, he contributed to INSPIRE data specifications. In PCP WISE, Martin supports project coordination, stakeholder engagement, data management and the alignment of technical work with policy and user needs.
Marek Hubáček – IT Expert
Marek Hubáček is an ICT department director and experienced web developer at the Slovak Environment Agency, where he has designed and developed web applications since 2004. With a background in mechanical engineering from the Technical University in Zvolen, he combines technical, analytical and team-leading skills. Marek has extensive experience with modern web technologies, relational and NoSQL databases, UX prototyping, API integrations and system architecture design. His work supports environmental information systems for the Ministry of Environment. In PCP WISE, he contributes practical expertise in digital tools, data processing and user-centred development of reliable public-sector solutions.
What is your organisation’s role in the project? What unique contribution does it bring to PCP WISE?
SEA’s role in PCP WISE is to represent public-sector demand for innovative water-management and climate-resilience solutions. As a public buyer in Use Case Cluster 2, SEA contributes requirements and validation needs related to urban flood and wildfires risk, including the Slovak context and links to environmental data infrastructures. SEA also coordinates data-management aspects across the project, helping to structure datasets, metadata, access conditions and interoperability requirements. Its unique contribution lies in combining operational experience from environmental information systems, geospatial and INSPIRE expertise, knowledge of public administration needs, and the ability to connect technical development with real decision-making and procurement requirements.
To what extent do you think PCP WISE will contribute to enhance Europe’s ability to adapt to and mitigate the effect of climate change?
PCP WISE can make an important contribution by moving climate resilience from fragmented pilots towards solutions that are tested against real public-sector needs and conditions. Water-related risks, including floods, droughts, heat and wildfires, are increasing the pressure on European regions and cities. By using pre-commercial procurement, PCP WISE creates a structured pathway for suppliers to develop, test and improve solutions before wider deployment. The project can strengthen Europe’s adaptive capacity by supporting better risk knowledge, earlier warnings, more targeted planning and improved coordination among authorities. Its mitigation contribution is indirect but relevant, by enabling smarter water management, reduced damages and more efficient use of resources.
To what extent do you think Environmental Observation (EO) and Innovation Procurement (IP) can help develop innovative solutions for water management and climate resilience across Europe?
Environmental Observation and Innovation Procurement are highly complementary. EO provides the evidence base: satellite, in-situ and modelled data can help monitor floods, droughts, land-surface conditions, soil moisture, heat stress and other climate-related indicators at relevant spatial and temporal scales. Innovation Procurement creates the demand-side mechanism to transform this evidence into operational services that meet real user needs. Together, they can reduce the gap between research outputs and public-sector implementation. For water management and climate resilience, this means better data integration, interoperable services, transparent testing, scalable solutions and stronger uptake by cities, regions and environmental authorities across Europe.
