The PCP WISE project has officially concluded its Open Market Consultation (OMC) phase, marking a significant step toward the launch of its upcoming Pre-Commercial Procurement (PCP). The OMC period, which began with the publication of the Prior Information Notice (PIN) in the Tenders Electronic Daily (TED) on 2 April 2025, ended on 15 July 2025.
To coincide with the end of this phase, PCP WISE has published the Report on the Results of the Open Market Consultation, which outlines the OMC’s objectives, methodology, timeline, and key activities. The report also highlights the valuable market insights collected, with a focus on soil-water-vegetation (SWV) system conditions and associated risks across rural and urban areas. These findings are particularly relevant for sectors such as agriculture, nature conservation, urban planning, climate resilience, and water-related disaster risk management.
The OMC enabled the Public Buyers Group—led by Het Waterschapshuis (Netherlands)—to engage with technology providers, research institutions, and other stakeholders. Its goal was to gather input to refine the upcoming PCP call and assess the market’s ability to deliver innovative, beyond state-of-the-art solutions. These solutions are aimed at addressing five use cases related to the monitoring of local water balances for climate adaptation, leveraging satellite-based Earth and environmental observation technologies.
The next phase of the project will commence with the launch of the PCP Call for Tenders on 5 September 2025.
