On 5 September 2025, the PCP WISE group of 12 public buyers officially launched its Call for Tenders to co-develop next-generation water intelligence products and services powered by Earth Observation (EO). Interested suppliers have until 7 January 2026, 17:00 CET to submit their proposals.

The Pre-Commercial Procurement (PCP) will unfold in three phases—solution design, prototype development, and field validation—funding R&D services that target TRL 8 solutions. The initiative aims to deliver innovative EO-powered intelligence tools to monitor the Soil-Water-Vegetation (SWV) system and support public authorities in predicting, preventing, and managing water-related crises such as floods, wildfires, and droughts.
