PCP WISE was recently featured at the ISCRAM (Information Systems for Crisis Response and Management) Conference, one of the leading international forums bringing together researchers and practitioners working on crisis management and emergency response.
Representing the project, Jürgen Moßgraber (Fraunhofer IOSB) co-chaired the conference track “IT Solutions for Crisis Management” together with Bas Lijnse and Tasos Karakostas. The track included three dedicated sessions exploring innovative approaches and technologies to support crisis preparedness, response, and recovery.
As part of the programme, the PCP WISE consortium presented the paper “Establishing Technical Guidelines Before Procuring IT Solutions for Crisis Management”, authored by Jürgen Moßgraber (Fraunhofer IOSB), Ana Lucia Jaramillo Villacis (Corvers Procurement Services), Hans van Leeuwen (STOWA), Nils Winter (Fraunhofer IOSB), and Tobias Hellmund (Fraunhofer IOSB).
The paper addresses a key challenge faced by many organisations and public authorities: how to establish clear technical requirements and procurement strategies before investing in innovative digital solutions for crisis management. The topic aligns closely with the objectives of PCP WISE, which leverages the Pre-Commercial Procurement (PCP) instrument to stimulate innovation and accelerate the deployment of advanced solutions addressing climate resilience and water management challenges.
The presentation generated considerable interest among conference participants, many of whom were discovering the Pre-Commercial Procurement (PCP) approach for the first time. As researchers and practitioners alike face the challenge of bringing innovative solutions from the laboratory to real-world applications, the discussion quickly evolved into a valuable exchange on the role of PCP in accelerating innovation uptake and supporting the transition from research to market deployment.
The ISCRAM Conference is particularly valued for its strong participation from practitioners, who contribute real-life experience and provide valuable feedback on research results. This interaction creates a unique environment for exchanging perspectives on the challenges and opportunities of implementing innovative solutions in operational contexts.
