Lúa Legazpi Gil – Project Manager

Lúa is an Innovation Senior Consultant with large experience managing and coordinating multilateral projects at national and international levels. Her expertise spans development cooperation, research, and innovation, with a focus on food security, climate change, energy, water, and digital transformation. In PCP WISE, Lúa leads project management as the coordinator, ensuring smooth collaboration among partners, adherence to timelines, and high-quality deliverables. Her strong background in proposal drafting, strategic opportunity identification, and stakeholder engagement positions her as a key contributor to the project’s mission of enhancing Europe’s climate resilience through innovative water management solutions.

 

Rocío Beneyto Calvo – Senior Consultant

Rocío is a Senior Consultant specialized in innovation and project management at Barrabés.biz, with extensive experience in European and international initiatives. Her expertise lies in European research, innovation projects, algorithmic justice, gender perspectives, digital transformation and food security. A lawyer by training, she is currently pursuing a doctoral thesis on Human Rights and Democracy at the University of Valencia. Rocío has worked as a legal and gender consultant for multilateral organizations and as a researcher in projects involving justice and artificial intelligence. She excels in team coordination, strategic alignment, and stakeholder engagement. Her expertise supports PCP WISE’s mission to enhance climate resilience through innovative water management solutions, ensuring compliance with ethical and legal frameworks.

 

Amaia Gil Salvador – Innovation Consultant

Amaia is a Consultant at Barrabés.biz specializing in innovation and digital product development. With experience in global entrepreneurial ecosystems like Bristol, Silicon Valley, Pune, and Shanghai, she brings a unique international perspective to PCP WISE. A graduate in Entrepreneurial Leadership and Innovation (LEINN) from Mondragón University, Amaia began her career at 19 by founding her own company. She has led projects in business development, marketing, and team building, and collaborated with Tecnalia Ventures on market analysis and product viability. At Barrabés, she focuses on innovation diagnostics, Design Thinking, and project management. In PCP WISE, Amaia’s expertise supports the creation of agile methodologies and digital tools aligned with climate resilience goals.

 

Maia Liwsky – Financial controller

Maia is a specialist in investment and financial management with extensive experience optimizing processes and supervising innovation projects. Previously, as Product Owner at Gelt Tech, she led technological developments using agile methodologies. Her background includes financial audits and risk analysis at Deloitte, using tools like SQL and Power BI, as well as internal control assessments at Peugeot. A Certified Public Accountant, Maia complements her expertise with certifications in data analysis, SAP, and big data management. In PCP WISE, Maia ensures robust financial oversight and strategic decision-making, contributing to the project’s efficient resource allocation and alignment with its climate resilience objectives.

 

What is your organisation’s role in the project? What unique contribution does it bring to PCP WISE?

Barrabés will take on the role of project coordinator for PCP WISE, assuming responsibility for leading its development, management, and execution in an efficient manner aligned with strategic objectives. As the coordinating entity, our role will be to ensure the proper implementation of the project by facilitating collaboration among the different stakeholders, overseeing the achievement of key milestones, and ensuring that all phases of the process are successfully completed.

Our contribution to PCP WISE is based on the strong expertise and capabilities of our coordination team, which not only possesses in-depth knowledge of managing projects of this nature but also has the necessary skills to anticipate and address challenges throughout the process. Beyond organizational leadership, we bring a comprehensive approach that combines strategic vision, problem-solving capacity, and the ability to foster innovation ecosystems. This added value translates into resource optimization, improved decision-making, and the promotion of key synergies among participants.

Thanks to our leadership capacity and experience in managing innovative projects, Barrabés will ensure that PCP WISE is developed in a structured and efficient manner, maximizing its impact and guaranteeing that the pre-commercial procurement (PCP) process is carried out with the highest standards of quality and effectiveness.

To what extent do you think PCP WISE will contribute to enhance Europe’s ability to adapt to and mitigate the effect of climate change?

The PCP WISE project will play a key role in strengthening Europe’s capacity to tackle and reduce the effects of climate change by developing innovative solutions for water management and the protection of infrastructure against extreme climate events. By leveraging space-based technologies and environmental observation data, the project will enhance prevention, monitoring, and response to threats such as floods, wildfires, and droughts, contributing to greater resilience in both urban and rural environments.

One of PCP WISE’s main contributions lies in the implementation of 22 use cases, specifically designed to address various challenges related to water availability and management in the context of climate change. These cases cover a broad range of situations, from sudden crises, such as storms or river overflows, to gradual environmental degradation, such as desertification and declining water reserves. Thanks to this approach, tailored tools and strategies will be developed to manage different climate risks effectively, enabling better planning and decision-making.

Additionally, the project fosters collaboration between public administrations, researchers, and technology sector stakeholders, encouraging the creation of solutions that are not only effective at the local level but also scalable and replicable across different European regions. This collaborative approach ensures that the innovations developed are practical and adaptable to various contexts, optimizing water management and strengthening key infrastructure against adverse climate events.

Ultimately, PCP WISE will make a significant contribution to Europe’s adaptation to and mitigation of climate change, providing tools that enable more efficient water resource management and improved responses to extreme weather conditions. Its commitment to scalable solutions and cross-sector cooperation will facilitate the adoption of advanced technologies, delivering long-term benefits for climate resilience across the continent.

To what extent do you think Environmental Observation (EO) and Innovation Procurement (IP) can help develop innovative solutions for water management and climate resilience across Europe?

Environmental Observation (EO) and Innovation Procurement (IP) are essential tools for developing innovative strategies for water management and climate resilience across Europe. Their combined use enables a more effective, scalable, and context-specific approach to tackling complex environmental challenges.

Environmental Observation provides real-time, high-precision data on key environmental phenomena such as floods, droughts, soil erosion, and water quality. This technology enables improved prediction and response to extreme climate events, more efficient water resource management and evidence—based adaptation strategies.

In the context of climate resilience, Environmental Observation allows for proactive risk assessment and the implementation of preventive measures with greater accuracy, reducing negative impacts on communities and ecosystems.

Innovation Procurement (IP) plays a key role in driving the development of technologies and services that address unmet needs in water management and climate adaptation. Through this approach it encourages the creation of advanced solutions, accelerates the adoption of innovation in the public sector and promotes collaboration between key stakeholders. In the context of climate resilience, IP allows public institutions to access tailored solutions, from early warning systems to more precise predictive models, improving response capacity to climate change impacts.

By combining EO data with IP’s ability to foster innovative solutions, more effective and adaptable strategies can be developed across Europe. Some key applications may include the prediction and early warning systems and adaptative urban infrastructure.

In conclusion, EO and IP are complementary tools that, when combined, drive innovation in water management and climate resilience. While EO provides essential data to understand and anticipate climate change effects, IP facilitates the development of solutions that transform this information into concrete and applicable actions at a European scale.
