Open Market Consultation

The Report on the result of the Open Market Consultation (OMC) which outlines the objectives, methodology, timeline, and key activities of the OMC for the PCP WISE project, is now available. It also presents the outcomes and market insights gathered, focusing on soil-water-vegetation (SWV) system conditions and related risks in both rural and urban areas, with relevance to agriculture, nature, urban planning, climate resilience, and water-related disaster management.

The PCP WISE OMC began on April 2, 2025, date of the publication of the Prior Information Notice (PIN) in the Tenders Electronic Daily (TED) and ended on July, 15, 2025. Through this OMC, the Public Buyers Group of PCP WISE with Het Waterschapshuis (the Netherlands) as Lead Procurer, aimed to inform the market and obtain feedback for the preparation of the upcoming Pre-Commercial Procurement (PCP) on the challenge to develop innovative solutions tackling five use cases related to the monitoring of the local water balance (urban & rural) beyond the state-of-the-art for climate adaptation using satellite Earth and environmental Observation (EO)-based information to prevent and mitigate water related crisis challenges (floods, fires/heat stress/droughts and infrastructure impact).

In this context, the purpose of the OMC was to inform technology providers, research organisations and other relevant stakeholders about the needs of the Buyers Group and to gather their input about the PCP WISE challenge. Another objective of the OMC was to understand the technology providers’ capabilities to satisfy the public buyers’ needs and to obtain their input on the viability of the procurement plans and conditions as described in this document and annexes.

The target groups of this OMC were technology providers and end users working in the following fields:

  • Civil engineering and management, including upscaling
  • Hydrology (models, skills, services)
  • Remote sensing value-add services
  • Crisis risk/impact assessment
  • ICT for operational information production (upscaling, back/front-end processing)
